build and maintain hierarchical category schema
articles in a specific category must not be in any of the parent categories (exceptions prove the rule)
put   between
- numbers and measurement units
- numbers and preceeding/following word (depends on context)
- postal code and city name
- street name and house number
- et and al
take care of OtherLang links
take care of pages listed in category Löschen/Delete
